In I13 facility a part of building, where many chambers with beds under the bars are placed, is locked. The chamber bars have their own lock type: Alma cells. After the panic trigger is initiated, the action triggers release mustard gas in that part of facility and the cells are locked.
For what reason, would you speculate on that?
Cells hold no prisoners. It's a matter of chance to have a soldier in that big hall when you enter the map. The room also has a lot of shelves with weapons depicted on them. So it doesn't seem like a place to hold prisoners. So, if these sleeping beds are for soldiers(locked within the bars?), why force to lock the cells and release deadly gas?

el_ozazielIf you allow some mercs to be captured (surrender?- yes) and that prison sector is not conquered before that, you get the chance to liberate them.
From there.
Stealthy fight with silenced shots and prevention of button push recommended.
Stealth doesn't matter because the gas doesn't enter the cells. The cell doors seem to be counted as solid doors. I had mercs captured in Alma, attacked the prison and went in stealthy but the gas was released anyway. Nothing to those captured happened.
