Okay Ive got a IMP merc with 85 agility and 85 marksmen and the sniper skill bonus
She is prone and well within the optimal range of her weapon
She has no wounds and full stamina
A soldier (orange shirt) is standing and is not behind any cover
He is equipped with a pistol and standing a good 8-10 squares from me (*edit: actually he is 16 down and 8 across from me)
My merc fires at him and hits once out of three shots
The merc fires back and he hits twice out of 3 shots
I would call this a fluke but it happens all the dang time
I am playing on Novice difficulty
Is this game really that cheap or am I doing something wrong here?

This really is one of these questions that are hard to answer generally. A few general tips, though:
- pistols are almost universally one-handed, such weapons gain +5 CTH if fired from both hands (i.e. the other hand slot is empty),
- your prone merc is a stationary target (no penalties), whereas the enemy is a moving target (which incurs a penalty on anyone shooting at him),
- you don't really know the MRK level of the enemy. True, normal Army soldiers aren't supposed to have MRK 90+, but once in a while, you may come across such well-trained foe.
- contrary to popular belief, Agility is NOT taken into account when calculating CTH. More on the actual algorithm here. Notice the concept of "dodging" and how stances affect it. Also, notice the last comment on 1% CTH.
- AI tends to fire more "randomly", firing more shots at lower CTH, as opposed to human players who tend to "value" their shots and fire when they stand a decent chance only. In the light of the "1% CTH" comment, this adds up to a nasty picture.
