In OCTH mode, pressing 'F' hotkey will display your actual chance to hit.
In NCTH mode, pressing 'F' hotkey displays only your muzzle stability which is simply the mercs ability to stabilize and focus on the target. There are a couple other factors that go into determining actual chance to hit that are not displayed on the 'F' hotkey. These are represented by the size (and color) of the cursor aperture.
As far as sniping goes, alot of your issue is probably scope related. NCTH was originally designed with some pretty extreme minimum effective ranges for scopes. And using a scope within it's minimum effective range results in a progressively worse muzzle stability penalty. There are two settings in CTHConstants.ini you can tweek to alter the effects of minimum effective scope range:
SCOPE_RANGE_MULTIPLIER alters the actual minimum effective range directly. Minimum Effective Range is NORMAL_SHOOTING_DISTANCE * ScopeMagFactor * SCOPE_RANGE_MULTIPLIER. In other words, the default minimum effective range for a Sniper Scope is 490units (or 49 tiles). Using a sniper scope against a target closer then 49 tiles will result in a muzzle stability penalty.
AIM_TOO_CLOSE_SCOPE is used to calculate the actual penalty applied. AIM_TOO_CLOSE_SCOPE * 1/2 * ScopeMagFactor is the maximum penalty. So the default maximum penalty for a sniper scope is -20. This may not seem like alot, but it really is.
I should point out that the penaly applied is based on range. A sniper scope used at 48 tiles will have a much lower penalty then a sniper scope used at 2 tiles.

while looking for .4420 for a couple of hours, i also came across some revision details. one of which was the text change from CTH to muzzle stability in .4359 (or something?)....
thx to JMich's info of all my problems already being fixed, i searched for hours, and you can trust me on that, trying to find .4417 or similar. SVN also didn't help.
now i've given up. i'll wait until it's finished (although .4058 is a massive teaser already... ^^)

what the hell is trolling?
Sometimes I get accused of trolling in my own threads when I am stating view points or asking legitimate questions.
Is the definiton of trolling the equivalent to the definition of terrorism?

Sweet_Ojust noticed something in CTHConstants.ini ...
if i'm not mistaken, then (in 1.13.3***) psychos got a base +10% CTH. now they get a -3.0 base CTH modifier?
is there a file where the boni and mali of the character traits are listed? i haven't found one... "CTH" does not exist in NCTH. The -3.0 base, and -5.0 aim, for psychos apply to the base (i.e., hip fire) and aimed portion of the muzzle stability calculation. When putting the modifiers together, we couldn't understand why someone who wants to fire like nuts would have a better success rate then someone who took proper time to control and aim their weapon. Thus the negative modifiers in place of the old positive one. Of course, if you think mercs like Maddog should be better shots then "average" mercs, feel free to alter these modifiers accordingly.
FYI, in OCTH, Psychos do still get their hard coded +10%.

And I have some questions regarding the new release:
1) Is it possible to find Hamous in C9 on Day 1 ? If so, when I enter the sector with ice-cream truck not there, shall I:
- use fake move [or]
- load game before entering the sector [or]
- load game before landing on the country [or]
- start a new game
to force him appear ?
2) According to the NAS how-to in Docs, there should be a file called "ItemSlotAssign.xml". But I cannot find it. Did I miss it ? or it will be included in the new release ?

you kidding me? i quite like the NCTH. so i'm not going back. it'd also be rude to those who spent so much effort in developing it. ^^
as for the psycho...
for the game-mechanics the 10% bonus was probably established because a character can get quite useless when he turnes psycho with the wrong weapon. i have a distinct feeling, that burst and auto are quite more efficient in NCTH.
if that isn't just a feeling, then it would make proper sense to nerf the psycho.

i wouldn't want to start arguing about interpreting the meaning of psycho. to me it doesn't naturally mean that someone goes rampage. could just mean that he just loses patience.
there are a lot of ways this can be interpreted and implemented. you could also give a psycho morale bonus for messy death, or crows (like "cool, dead bodies" or whatever^^).
i was just suprised, that the bonus wasn't reduced, but inverted instead.

ChrisLThose docs probably haven't been updated since NAS 0.7 was released. NAS 0.7 did away with the ItemSlotAssign.xml in favor of using the existing Attachment.xml criteria and allowing the code to dynamically create attachment slots based on valid attachment options.
Thank you for the clarification! New slots added!
