I think I've played the game from beginning almost a hundred times. And I find the best version to be ja 2 gold + 1.13 v.2085.
If you're experienced you should play with "Tons of guns" and biggest selection for bobby ray's sales to get more interesting stuff in the play.
Realistic mode if you're planning a quick kill of the dictator.
And iron man mode so you won't go crazy with perfecting every move in the battle.
Play either hard or insane difficulty to get proper challenges. But you should also check the settings in the .ini before playing insane. Fx I have sat down the bonus AP for enemy elite from 6 down to 2; the beginning amount to 18k so I can make all IMP mercs at once; I allow merc attribute points down to 1; I allow 6 mercs to train militia in same sector; and I allow training of elite.

If you're going for a quick kill you only need those 6, otherwise you need mercs just to train militia and to keep them in the field. When you train mobile militia, the mobiles will go to nearest merc in the field or in the sector next to one. (In the newest 1.13 with mobile militia control colors there is no use really for any assault team. Just like in one of the Lord of the ring games where you can take control of map almost just by bulding wall and towers with catapults.)

When making your IMP mercs some settings might make you regret the whole game and start over.
You need one Boss/leader with 60 leader points, the rest should have lowest leader points settings above 0.
All mercs should have 85 points in health, strength, agility, dexterity and wisdom. Because those attributes are very hard to train.
The other attributes can easily be trained, but try to start with at least 75+ marksmanship.
And even if mechanics, explosives and medical are easily trained, vary the points from start so at least one (except the boss who used it on leader point) is better in one degree.
When selecting skills, you also need only one guy good in Hand to hand combat (for boxing in San Mona), and one good with night vision (for spotting the closest enemies first), and one sniper.
You don't need lockpicking or electronics (because there are plenty of other ways to force open doors; keys, explosives, iron ..) and you don't need the enemy radar. You neither need camoflauge, since you get buy net with Bobby Ray that together with spectra armor will give 100% camo. Those net don't work with EDO suits, just do you know.
But to distribute the remaining skills think of this:
In combat you will have fx 2 snipers to cover 2 directions (they are also both spotters). Once they begin enemies will try to track down your location, and if a whole crowd comes down fast, you'll need 2 mercs for crowd control - that is the heavy weapon attribute fx. 1 with the light commando mortar and loads of shells and 1 with MGL grenade launcher and loads of stun grenades in 6 packs. There's no need for the MG and the auto weapon skill, because you can easily make suppression fire also with assault rifles that have 20-30 rounds and loads of ammo. And those two mercs you use for crowd control who have heavy weapon skill could also have one more skill like fx. sniper, stealth or night vision. Even if their purpose is to make suppression fire, they will probably still mostly do single shots and get more bonus with the sniper skill then.
So now you have 2 snipers and 2 crowd controllers, who also aim so they cross fire with snipers. You'll see that unless they cross-fire, enemies can just sneak up those blind spots which are red colored on the field.
Last you'll need 2 spotters with good vision. The important thing is that they are not aiming, so their sights are wide in the night and they'll catch any one crawling up those blind spots, plus that their type of weapon has very low AP for raising and can auto-fire, so that when enemy is real close he certainly will die.

Fx. name of IMP mercs could be: Boss, Mark, Art, Obs, Mgl, ...

Save game after creating IMP mercs before going on.

Campaign - start:
Now when you have cleared landing sector for enemies and got hold of Ira, head straight for San Mona and around any patrol.
In San Mona do the rescue quest and get 10K. You'll need 5k for highest bet in boxing, for the rest you can buy stuff if needed. Also get some left equipment stored around.
Now until you have at least 200K$ you'll have to repeat this, which can be a little tiring in the end, why you have to be sure you got your mercs the right attributes and afterwards that you save your game well and keep a copy in case you overwrite it, so that you can go back to having those 200K$, because you will be buying lots of equipment from Bobby Rays with them. But to get those cash, you have to use your boxer in San Mona fighting club. Just pay 5K$ and loose weight of you gun + backs on the floor and then save game before entering ring. After that get every one rested and then head back to the patrol guarding the crossroad. Make sure you attack at night and rest your mercs once more before assault. Then save game and enter sector. In the upper left corner there are some rocks, setup a default position there and you one spotter to lure enemies there. Since your equipment is crap do not seek out more enemies than those who assault. Just walk around and pick up their leftovers. Make sure you have selected in preferences that they do NOT drop all their equipment, since that would spoil the game. (Unless you need a spoiler). Then head back to San Mona and sell the useless stuff, do more boxing and start over until you have 200K$.

Campaign - assaulting drassan:
Enrico should still be happy in his emails. But if you head down to Estoni just to pick up Maddog, your mercs might be a little disappointed for sneaking away from fights. And if you assault Drassen during day time they will get very disappointed for every time you retreat. If patrols are lurking around Drassen you might face more than 40 enemies in airport, so wipe out the nearby patrol during night. Rest your men and assault at night the airport. Even when the enemies are overwhelming they tend to avoid entering zones of light at night. So throw some sticks after firing, and use stun grenades for crowd control. Use Ira + one more to watch your back, when enemies pop up from neightbour sectors. Wipe out enemies from the airport and do not yet attack next sector.

Campaign - ordering shipment from Bobby Ray's:
Now that Bobby Rays website should be online, it's time to save game. You should make one copy for "drassen airport with 200K$" and later one more called "Shipment ordered except guns" because it is alot easier to pick the nessecary armor, backs and miscs than it is to pick guns (and ammo).
When you know what you need, check out Used stuff. What ever you can save will be used for training militia. (You might just have to go back boxing to do 15K$ more for that.)
You'll need full spectra armor together with set in misc section that provide 100% camo for all mercs. All should also have medical pack, headphones, night vision googles III and 2 green water and on one leg 1 big ammo back + other leg 1 back (with Medium general and ammo pocket ) + 1 utility vest. Your team specialize in night assault and sunglasses have little effect. And almost all assaults are outside where flashbangs will be useless.
But order the commando mortar - that weight much less and fires quicker - and all the shells your artillary guy can carry. (If you are going straight for deidranna, you should save most mortars for tanks in meduna when you need to wipe out sector.) And order the MGL grenade launcher plus about 7 six pack stun grenades.

Every time you order select to receive on second day in Drassen.

When you're done ordering and before saving game make sure you talk friendly and pay Paplo 200$ in salary, else he'll screw up you shipments.

Campaign - ordering gun shipment from Bobby Ray's:
For your 2 snipers I suggest the Knight sniper rifle that comes with a x10 scope. Because it weights the least and you can onto it mount the sniper silencer plus the best rifle aim laser. And to make the silencer work you should also order all the special cold (silent) ammo you can carry. When you have a group of enemies and you shoot the one furthest away from hide you will see them running in the opposite direction of your hide unable to track you down.
For you 2 crowd controllers I suggest assault rifles. There are one or more with 20 rounds that shoot 56. Take the one the weight the least, can't remember the name, but you can mount the AP suppresor (silencer) that together with cold (silent) ammo will make you able to shoot long range with auto-fire just like a pistol with silencer. For this rifle you should also buy battle scope and the device that lower AP for raising and aiming.
Lastly for your spotters buy the silent sniper rifles that also have auto-fire and very low AP for raising and aiming rifle and have 41 range. VSS Vintage. And buy the better pso-3 scope and replace the one in it. you can also mount a normal aiming laser to it. But you already have those.

Campaign - getting food from Drassen:
Now train militia and rest and ready your mercs. On the second night assault Drassen middle. Should be quite fun together with militia. After taking over this sector, go with your Boss to factory with children and talk with the woman in charge friendly a couple of times until she leaves. Check town loyalty. You'll get most if you just talk friendly with leader. And at day time in the morning go to bar with Ira and talk to the priest.

After you have talked with priest and after you have received your shipment you really don't need to hold Drassen, you can just head to Omerta and get Dimitri, and with your 6 mercs plus Ira, Dimitri and Maddog as backup (watching flanks etc.) you can head straight down to Meduna, down the left side and end game with killing the dictator.

Or you can train more militia, go and get Dimitri and recruit more mercs. You only need cheap mercs that are the most socialable and cooperative. You can not leave Drassen then with your assault team before your have build mobile militia around Drassen. After you have build city militia. You move one merc into the field to attract mobile militia. Fx. if you have one on the corner of Drassen mine and mobile militia fills up same sector plus the two neighbour sectors in the field around the mine, when enemies enter it, they will be met against their 20-40 with 80. The more militia defending, the fewer will die. Mobile miltia is elite and it takes longer to train city militia so it is best to block all around city, so losses are in field only. One merc with high leadership can hold a city on insane difficulty like that. And you can safely move on with your assault squad.

Here is a link (-> link ) to saved games for strategy used as described above. They work with ja 2 mod 1.13 v.2085

First save is start.
Second is after IMP mercs are created.
Fourth is after making 250K$ in San Mona boxing.
Fifth is after taking Drassen airport before ordering anything from Bobby Ray's
Seventh is after equipment for mercs has been ordered.
Eight is after equipment has arrived and Dimitri has been fetch and all are ready to go.
Ten is after that Drassen airport has been taken and Dimitri has wiped out left flank of enemies, so that they can now only attack from south and east of mine.
Quicksave is after Drassen counter attack, all safe and most militia still alive.

It is kind of a walkthrough in Drassen counterattack. And you can go anywhere from there.
