Go to sector I10: Varrez and find the enormous warehouse all the way to the east. Inside are several tigers. Once you kill them, go back to the "Fung's" convenience store and a woman named Betty will magically appear there. You can buy the transmitter from her and once you do, your laptop will automatically get repaired.
