When turned on, right clicking causes the target crosshair to go to maximum aim, then reduce aim refine level from there.
To clarify, in the current system:
No clicks = no aiming
1 click = minimum aim
2 clicks = aim a little more...
3 clicks = aim a little more...
4 clicks = maximum aim, no indicator
5 clicks = maximum aim, yellow circle
more clicks = repeat
When the option is turned on:
No clicks = no aiming
1 click = maximum aim, yellow circle
2 clicks = aim a little less...
3 clicks = aim a little less...
4 clicks = minimum aiming
more clicks = repeat
If you typically are either shooting without aiming, or doing max aim, then this is for you.
Additionally, working on something similar for full-auto weapons right-click behavior.
Both are options in the Preferences menu, and turned off by default.

If you have a mousewheel available, it's very easy and very fast to adjust aiming to your liking. So from my POV it's not worth the effort of coding new/other shortcuts.
