So what do I do next. Is it tweakable? I want to increase the chance of all armors getting permanent status damage (repairable only by gunsmiths or merc engineers). Is there some parameter in xml or ini files which I can edit or add?
Btw, in items.xml <damage chance> tag is not present on armors, only on weapons.

It seems that the tag affects guns and attachments, but not armours, so for now you can't alter it. Not sure why... if there was a reason for this I've long forgotten it. I can change that when I get to it.
So much to do.

The reason may be that armor is not "used" in any way.
When we use (fire) a gun the damage chance modifies the chance for item damage when the gun jams. Attachments for the gun are allowed to modify the damage chance as well.
<DamageChance> is also used when we are in deep water so it should already apply to any item that has the tag. In default 1.13 armor doesn't seem to have <WaterDamages> tag but both tags could be added if that makes sense.
