Does night-ops skill actually make a difference at night? i see that it gives +1 vision but how much of a difference does +1 make compared to having the top tier night vision goggles?, Also the Stealthy skill, is that a big deal compared to just having a high Agility?

As I recall, Night Ops also gives increased hearing range, and reduces the need to sleep. And if you think that 1 or 2 tiles of extra vision don't make any difference, try playing the original X-Com and see what night missions feel like Wink

I see, but do i need that trait or would night vision goggles just be better? i'm making a new IMP and i want it to be a stealthy night ops character but a focus on silenced autofire weapons, and melee but i can't choose all the skills i want if i invest in those two skills. So in other words i wanna know their exact worth heh

Exact worth is relevant. It will give you at least one NVG tier better vision (so if the team has NVG1, the NOps imp can be considered having NVG2), and for the other bonuses, it depends on how much you value those.
Imho though, autofire weapons for a Night Ops operative ain't needed, a burst to the head (or even a double tap) is usually more than enough, no need for autofire.
As for the melee part, no idea, I prefer shooting to stabbing.

also for every tier in night ops skill the need for sleep of the coresponding merc is reduced

With Night Ops you will always see the enemy first (unless you get into illuminated areas, that is) provided that you have at least the same level NVGs as they do, so yes, NO is very useful no matter how good NVGs you have equipped your troops with.

NO also increases your chance of getting interrupts at night.
Stealth is IMVHO only useful if you want to get your gear by mainly stealing it from enemies. The trait allows this merc to move in running stance without making any noise now and then (so add athletics to it). High AGI will make noise now and then even when not running.

But if you do not intend to rely on combat without guns, its not very important/useful, IMVHO.
