At the moment I have the following problem.
My main squad of 6 mercs are around level 6-7.
Secondary squad of 5 mercs - level 5-6.
I hired a new squad of 5 ppl and they are all level 2-4 and now I have a very hard time to use them. They get pwned in every battle. So my strategy is definitely a bad one.
I am also on day 27 and captured only Drassen, Chitzena and Cambria is it OK for this time? Just curious.
Would be nice to hear a little about how do you progress during the game. When do you hire mercs, when do you capture cities, how heavily you rely on grenades?

If you wish to explore and control all of Arulco, capturing Drassen, Cambria and Chitzena (with their SAM sites I presume) by day 27 is not that slow, especially if you take the time to get blue militia to guard them.
Usually, I take Drassen the first night (I disable the DCA), then spend a week training militia, hunting patrols, exploring and getting Skyrider. I take Drasssen site and leave for San Mona with my best squad around day 10, then to Cambria which I fully control, with the surrounding area and the SAM site, by day 15. I have to spend a lot of time doing further exploring, defending from counterattacks, training militia and hunting patrols before I can divert a squad way north to take Chitzerna, at least a week. So don't feel "late" with your progress. Bye the way, you can take all the time you wish (or almost) in this game.
Concerning mercs level, you can rearrange your squads, but I don't like to do this. I always enlist low level mercs first (MD, Barry, Igor, Grunty...), then higher ones. I also try to have my less experienced squads gain XP for quest resolutions, by having them on map, even if they didn't did anything, at quest end (like Skyrider's return, taking Maria to Angel, Joe's return to Cambria...).
