Newbie who started with v1.13. Have restarted once and am about day 6. None of my mercs(including Ira and Dimitri) can train militia. If I go into the strategic screen and check assignments, 'Train'->Militia/Mobile Militia are greyed out. This includes mercs with leadership above 20(Satchmo has 35 Ldr). Also Omerta loyalty is at 100% and my guys are just sitting there healing up.

In plain 1.13 you cannot train militia at all in Omerta.

Facepalm! I went to a save right after I took the mine and was able to train militia there. Thanks guys.
PS: The wiki should mention something about the facility requirement.
