I always set ALLOW_LAZY_CIVILIANS = FALSE because of the way that works. Lazy civilians makes civilians usually do nothing at all during the battle. That may seem like a good idea but they also don't CROUCH either so that makes them easy target for stray bullets. In fact, one specific map in UC made me stop using that setting as there is a civilian with lots of kids close to the edge where mercs arrive at the sector while there are enemies on the other side putting civilians in the middle from the start. If I turn this off, civs will go crouch or run away (usually crouching at the end of the move) and usually don't get killed. If turned on its a civilian massacre.

Now, this specific setting is to avoid civs moving around a lot and wasting player's time while he waits for his turn. However, this feature lost most of it's value when the fast forward feature was introduced. Right now all you have to do is press fast forward key and the civ turn flies by. This way I get them to cover and get fast turns at the same time.
