I just saw that Flugente added a new feature and these are the requirements:

BruteForceIs it always necessary that a new game dir version requires a new exe? Or are there only special circumstances when a new exe needs to be compiled?
Usually it's the other way around. A new exe requires a new gamedir version. Reason is that the code expects to find new things (for example, the icons for radio communications), and if it doesn't find them, it crashes.
If the icons are there, but the code doesn't look for them, nothing happens, they are ignored. A case where this wasn't true though was when the xmls were reordered, so the files were in a different place, thus the older exes couldn't find them.
In most cases though, the changelog (both for code and gamedir) does mention if a specific version of the other is needed.
