You can wait for Depri or Faalagorn to compile new exe and upload it.
Or you can get source svn, install compiler and make yourself a new exe.

Is there a tutorial on how to compile exes?
Or is that something that requires extensive knowledge and not easily learnable?

As far as i remember, nothing more complex than downloading svn source folder, installing VC compiler, running project file and pressing a key.

I suppose the best way of beta-testing unstable builds is to keep latest gamedir and latest exe.
Both you can get from svn.
You can also find some info in changelog.txt, sometimes you can see a line like "This version needs gamedir XXXX".
Or ask coders in their threads.

Is it always necessary that a new game dir version requires a new exe? Or are there only special circumstances when a new exe needs to be compiled?

Usually it's the other way around. A new exe requires a new gamedir version. Reason is that the code expects to find new things (for example, the icons for radio communications), and if it doesn't find them, it crashes.
If the icons are there, but the code doesn't look for them, nothing happens, they are ignored. A case where this wasn't true though was when the xmls were reordered, so the files were in a different place, thus the older exes couldn't find them.

In most cases though, the changelog (both for code and gamedir) does mention if a specific version of the other is needed.
