I've read all I could find on forum about this topic. Some questions still need to be answered.

How can I disguise as a soldier?
How can I make LBE equipment covert? I believe I should buy from BR so called "FO kits"? Leggings FO kit will make weapon holster covert?

I dont know too, I made a spy character and enemy attacked him on sight.

This thread contains the info you need.
The basic idea is to put on new clothes - wearing a new vest and new pants gives you a disguise. The easiest way to get clothes is to interact with a knife on a corpse and get their clothes.
Once you are a spy, the enemy will ignore you as long as you don't do anything suspicious and don't have suspicious gear.

I have no idea what 'FO kits' are -perhaps those outdated armour merges we never deleted for no reason? They are not needed for spies.

Thanks for the answer. I managed to disguise as a soldier it is fun happy
Where can I find neurotoxin gun/darts? And is Garotte the only spy weapon which can instakill or are there more covert weapons we can use?

A shopkeeper that specializes in drugs might have them.
The garotte is the only weapon that is specially made for spies. Of course all other weapons are still viable - if you can pull it off (both the killing and not being uncovered for having them).

Always check your disguise with Ctrl-period to make sure you're not holding anything that will blow your cover, and keep your distance from fresh corpses. If your spy is killing people, he/she needs to be able to get away from the body quickly. As for weapons, I got good results with a suppressed Five-seveN. The garotte is great when it works but when it doesn't, you're probably gonna get stabbed to death next turn.

Garotte miss and non-lethal damage rate is very high in my games ( even against not alerted sector enemies ), so I gave up playing covert ops character.
