Hello,
Was it part of the vanilla game that mercenaries get experience points for completing quest? Mercenaries in 1.13 are leveling much faster than in vanilla game and I think that one reason for it are the rewards for quest. Only delivering the letter to Miguel is enough for imp merc (if starts at level one) to move to level two.
If I want "vanilla level progression", is it enought to set "award special experinece points for completing the quests" to zero or should I also somehow change "level subpoints to improve"?

Short answer: yes, you should change subpoints number or change AWARD_EXP_blah_blah_blah string. I never tested it, but from description if you will set zero you will get 0 bonus-points for any quest. Try to make save, lower this from 100 to 50 or 25; load seve and complete quest, look at the experience bar (it should be activated. If you don't like it - you can turn it off after test). in the end - 0. If the think(g?) is correct(ed?) - on the 0-stat in this string you will get normal experience. But I like to up first (subpoints for level). On my own opinion it's make game more insteresing.
As my memories speak in vanilla JA2 it (delivery the mail) was enought for get level 2 too. But I can miss in this.
But, if you want to up experience, needed to get level or remove bonus-experience go to the ini editor, then (warning, Captain "Obvious" working under spoiler):
Toggle SpoilerTactical Difficulty Settings ----> string named: "LEVEL_SUBPOINTS_TO_IMPROVE" and change this.
Here you can change other numbers of subpoints needed to get any points: health, explosives, mechanics, etc...

For example: I thought that explosives experience getting to fast in vanilla JA, so I changed this from 25 subpoints for 1 point to 75 subpoints for 1 point, because my own opinion is explosive very hard to experience.
For more info you can read descriptions in the ini.editor after enter in "Tactical Difficulty Settings" folder.
