As title reads my mercs used to take sips from their canteens and it would restore something like 20 to 25 stamina points and depleted their canteens by the same amount (actually playing unstable 7991+AIMNAS)now they would drink the whole thing in one go, kinda breaking the pace at which I used to carry a few extra ones for my MG guy so he could keep firing, supress, take a sip to restore the stamina loss due to autofire and keep going.

Is anyone else experiencing this? how do I fix it?

quickedit: And what does the "upgrade gear" on the Crtl+dot menu achieves? so far it has done nothing for me.

In default 1.13 the canteens (uiIndex 214) have "<usPortionSize>" set to 20. You should check that value in AIMNAS.

For the "Improve Gear" option read this post from Flugente.

EDIT: Ok I wasn't editing the items.xml but the externalised food -_-
