I recently wished to change uniform colors mid game for milita and the result was changed leg half of enemy/militia sprite becoming the bright green animation template color. No simple text edit has reversed this. Reloading sector does nothing.

What can I do to make the designated uniform colors via xml to show up in game?

Uniform colours are stored in TableData/Army/UniformColors.xml. There is a description at the top of the xml on what values are allowed. Note that this is case sensitive - a wrong letter can cause the bare animation colours to apprear, as you've seen by that bright green.
