I just started a new game, and after moving to the 2nd sector of the starting town, I got the first cutscene in the Palace, and Elliot had a "Not Done" portrait (which also happened when i tried talking to a nameless villager), and Dredianna had the face of some biker along with song of his dialogue (i . imgur . com / cZxJPui . png) and respective voice lines. Dredianna's dialouge also got replaced with some of Elliot's lines, and none of Elliot's lines had voice at all. The faces also artifacted when they talked.
The game is installed on a 5200RPM external hard drive connected via USB 2.0, i5-2320, Msi Radeon HD7770, 6GB RAM, Windows 10; I changed a few of the settings in the ini editor, but none outside of maximum values (mostly changed some True/False settings) and enabled v-sync.
I also set JA2.exe to 16-bit color with compatibility settings so I can run windowed.

edit: it might be unrelated but i also get this error report

This happens to me sometimes and restarting the game seems to fix it for me. Though, if you saved while it was already broken you might be permanently screwed unless you have an older save.

I have saved, but I also have alternating turn saves on, so ill load those to see if its still glitched. My merc's portraits were fine though. I also edited original post

The 2 errors you got are what they say on the tin. On ja2options.ini those particular settings are set to invalid settings so it's using defaults instead. The game will run fine despite that but if you want to play with the settings YOU want for those settings you gotta go and change them.

I don't remember this particular bug but you might wanna try one of Sevenfm's 7609 experimental exes. Either use the one with just the fixes or the one with fixes and AI improvements. I recommend the latter because it makes the AI more challenging. The only one who still works on the old 7609 build is Sevenfm.

Our currently available development build is 8317 and you can use that as well (link to Depri's SCI) but some of the mods out there are not updated to be compatible with it so if you are using certain mods you may be stuck with 7609. Check the mod documentation to be sure.
