I can't speak to any specific changes in the game code, but I can offer some general observations about the teaching/student and learning mechanics of the game.
To begin with there are 4 factors which you need to consider:
1. The wisdom stat of the student merc (Gasket).
2. The skill stat of the teacher merc (Grandee).
3. The traits of the teaching merc. Does Grandee have the teaching trait?
4. The personalities of the two mercs.
First off, Gasket's wisdom. A mercs wisdom stat directly impacts their ability to learn, either through teaching, practice, or experience. Mercs with a low wisdom stat will learn slower than those with a high wisdom stat. Gasket has a wisdom stat of 49 which isn't much better than the road kill he eats back home, thus he is going to take a LONG time to learn anything.
Second, Grandee's marksmanship. As you have correctly noted the teaching merc needs to have a certain number of stat points more than the student, which in this case you have well and truly met so you shouldn't have any issues on that front.
Third, the teaching trait. The teaching trait has an important impact on the student/teacher relationship and its effectiveness, as you would expect. I don't recall if Grandee has the trait but if he does it will be very helpful especially given Gasket's low wisdom stat (as I mentioned above). If he doesn't have this trait then that may go someway to explaining why it's taking so long.
Fourth, the personalities of the mercs. Do Gasket and Grundee like each-other? Do they hate each-other? The personal dynamics of the two mercs can be important and you may need to do some digging to find out if these two mercs have a personality conflict.
As for leadership... I'm not unsure if this impacts the student/teacher mechanic of the game. I'll leave that for someone else to answer.
