Wasn't sure where to post this question. I've usually played JA2 using my disk whenever I had the itch to get back to the game, but lately, since it became available on steam I've been playing 1.13 v7609 there. My question is if I want to play a mod like Vengeance, Reloaded or try the current development build, can I do that through steam by just downloading the files and putting it the appropriate folders? Or must I do that outside of steam?

I follow that. I actually purchased Wildfire + JA2 instead of JA2Gold by accident, but it's cheaper anyway. Also I no longer own by JA2Gold disk (the reason I bought JA2 on Steam), but I cracked a JA2Gold from the internet and the game runs like shit, very laggy, while the Wildfire ClassicJA2 DLC runs perfectly fine in my Windoes 10 even without any compatibility adaptation.
Born, play JA2, die, reload, die again, reload again.
