I'm pretty new to JA, I played it a few years back on vanilla, so I understand the basics, but I recently got back into it, with the 1.13 mod, and I've hit a point where my mercs are just not up to scratch. I Captured Drassen and the town in the northeast, as well as exploring San Mona, and i'm now attempting to attack the centre town. My squad all have rifles, but I feel like I've started to really do no damage. All of my squad's marksmanship skills are 87+, but the only one able to put down enemies consistently is my sniper, armed with an SKS rifle. My AR wielders have Colt Commandos and AKS-74u's, and hit for around 10 damage, sometimes less. My Colt user actually HIT and enemy 3 times, doing no damage for the first two shots, then only 5 for the third. I haven't encountered ANY weapon attachments, other than the ones my IMP mercs started with.

Basically, what have I missed here? Engagements are getting difficult because it'll take focus fire from the whole squad to put ONE guy down. My weapon ranges feel pitiful compared to the enemy's, but all they ever drop is pistol and SMG ammo. Bobby Ray is set to 3 quality and 10 quantity but has yet to offer me anything attractive.

This should not happen, sometime i encountered the same "bug", but i forget how to solve it
it's something related to enemy damage resistance or damage effectiveness in general
Check the following files:
data-1.13/item_settings.ini -> weapons damage settings
check that all weapons damage values are set to 1.0

and

Data-1.13/Ja2_options.ini -> Enemy damage resistance bonus
damage resistance should be 0 for admins, 0 for regulars and 5 or 10 for elites

Also make sure not to use outdated or incompatible mods with newer builds of the exe. Those mods lack the proper damage modifiers in AmmoTypes.xml and the values default to 0 which makes every shot do really low damage.

I think this might be my problem, how do I fix it?

You could use an exe that is compatible with the mod. This is the preferred method when using mods because there may be other data missing that might be required for a newer exe.

or

You'd take the default AmmoTypes.xml from 1.13 and compare it to the mod's own AmmoTypes.xml to see if all the tags are there and if not merge them from the 1.13 file to the mod file. I do things like that with Total Commander but there are other tools out there that can do the same. Notepad++ has a compare plugin for example.

Thanks for the help. I ended up just reinstalling the game and mod, and starting a fresh file. I'd accidentally used the 'tons of guns' option and was finding it all kind of overwhelming anyway.
