I want to change the armor piercing and tumble values of the 45ACP bullet type. i am looking at the ammo types xml. where do i find this particular entry? icant seem to find it

Armor reduction and after armor damage multiplier are set in AmmoTypes.xml but these are used for all kinds of ammo, not just the .45 ammo. You'd have to create a new ammo type and assign that to the different .45 magazines in Magazines.xml. The "ubClassIndex" tag in Items.xml refers to the magazine and the magazine refers to ammo strings and ammo types.

Example item 80 ".45 Mag":

Items.xml uiIndex 80:
ubClassIndex = 88

Magazines.xml uiIndex 88:
ubCalibre = 3
ubAmmoType = 0

AmmoStrings.xml uiIndex 3:
AmmoCaliber = .45 ACP

AmmoTypes.xml uiIndex 0:
name = Ball
armourImpactReductionMultiplier = 1
armourImpactReductionDivisor = 1
afterArmourDamageMultiplier = 1
afterArmourDamageDivisor = 1

If you'd change that entry you'd change all ball type ammo in the game so you'd need to create a new ammo type and assign that to the corresponding magazines.
