I noticed that you can change the merc skills in the MercProfiles.XML file. Can I just change minor and major traits and attributes for anyone willy-nilly? Or will it break my savegames?

Any changes in MercProfiles.xml will not affect any already started campaign, as the data from that xml is read and stored in savegame files from the moment a campaign is started.

Question: Is there a list of offsets anywhere for hexediting save files? Like, where skills for mercs are stored so we can edit them mid-campaign?

No. That would be pretty pointless, as these would change all the time when we add new variables with a new savegame version. There are also several structures of dynamic length (we save their length as well).

If you really want to alter these values, I suggest building a debug exe and using the debugger. You will need the code anyway to calculate offsets.
