There is some easy importable stuff in Wizardry 8:
Open Wizardry8InstallFolder\data\data.slf and extract subfolder [spells] to storage device.
Files in \bitmaps subfolder named *.ifl are plain text files with *.tga entries,
literally the frames which have to be converted to sti, e.g. irfan view allows to batch process files.
Dunno whats used in these days for conversion into .sti, may even allow to go directly from tga to sti,
in case there is no option for batch import present, get batmans improved sti editor aka project1.exe here,
last link "enhanced sti editor" at the bottom of the page.
I think its perhaps best to scroll through alphabetically sorted files with smth like irfanview to get a good impression,
appropriate candidates appear to be e.g. files with "fire" in name.

I would share your reservations by only looking at the screenshot,
but i was refering to spell effects, i.e. sequences of low res pics for animated textures.
Funnily your pic shows the fireball animation, the red color is an animated texture on a 3d mesh,
in this case, as in most other spells/particles/etc, extremely stretched.
To get a quick impression of at least one anim one could also use the Cosmic Forge Wizardry 6,7,8 editor ->
main menu -> tools -> 3d manager, select "spells" and browse to "fireball",
this is one of the few spells/etc where animated texture is projected on a static 3D model,
most others are better to view by scrolling through .tga files with picture viewer.
Another example of animated texture which may fit to JA2 are the 20 frames of the flames,
which you we could see here if the pic i prepared would be accepted,
but just had to realize that allowed limt is 0 bytes) :d

pics are displayed in correct size, i.e. each 64x64 pixel
p.p.s.
Wiz8´s 3rd and 4th texture layer has black color set to transparent,
since these texture pics use the 4th layer, you have to imagine black as transparent here.

If you want explosion/fire animations, better use from Xenonauts, they are in isometry and easy to extract/add to game
