The <PercentTargetTrackingSpeed> penalty actually improve aiming of moving targets. So a value o -99 improve the tracking, and value of 99 hinders tracking, despite the ingame tooltip/explanation say the opposite.

Might be a problem on the SevenFM .exe side,since im using it.

Edit: Actually after more extensive testing and playing with variables, i don't see any difference whether i set that parameter between the opposites. Does it even work? Tried maxing movement penalty and tracking diffuculty in cthconstants but doesnt change anything.

They are both applied only when target soldier was moving on his turn, depending on number of tiles moved and angle between shooting and moving directions, and in 7609 they are not displayed, but instead move actual shooting point, so you can only see difference by looking where the bullet flies (it will miss more often when shooting at moving target).
Also in Ja2+AI PercentTargetTrackingSpeed will affect base and aiming effectiveness when shooting at moving target.

Ok, the angle part might explain why it didn't seemingly work, the target was running toward me, so probably the tracking penalty didnt kick in.
