Currently with the default settings, you cannot see enemies adjacent to your mercs unless you have a certain ini feature enabled or a merc with the Scout trait.

A feature for an ini option I would like added is for adjacent enemies to your mercs to show up only as a question mark without the scout trait, and only as their actual number when you do have a scout in your squad. This would make having a scout feel less mandatory but still preferable.

There are more options available than that. Militia can detect enemies and you can staff some facilities to detect enemies near the facility or even across the map. Maybe you want to try these features first?

Other than that instead of a new ini setting I would prefer to make the NO_ENEMY_DETECTION_WITHOUT_RECON a tri-state parameter:
0 = detection in all explored sectors as current "FALSE"
1 = only militia can spot adjacent enemy troops, mercs can not
2 = militia and mercs can spot adjacent enemy troops
