Seems like they don't provide bonus to scopes. Changing the LASER_PERFORMANCE_BONUS_SCOPE has some effect, but even if i set all of these to 0, along with IRON_SIGHT_PERFORMANCE_BONUS, the reflex sight/iron sights get huge bonus from laser sight, and scopes none. Rifle LAM only have projection factor in the items.xml, and all other bonuses/maluses are not present. Why is it happening, and how i can fix that, so the laser will provide same bonus to scopes as it provides to reflex/ironsights?[i repeat setting LASER_PERFORMANCE_BONUS_HIP,
LASER_PERFORMANCE_BONUS_IRON,LASER_PERFORMANCE_BONUS_SCOPE,IRON_SIGHT_PERFORMANCE_BONUS doesnt work, bonuses are still uneven even if i set them to zero, or to the same value!]

Did you read the description of the laser bonus parameters? If you set all three values to 0 then lasers will behave like scopes as Headrock originally intended them to. In this case the best magnification will be used which means either laser or scope, not both. If one of the LASER_PERFORMANCE_BONUS parameters is not 0 then the new mechanism takes place and yes, that also applies to scopes and yes, it was working properly when I implemented it.

So there's no way to make lasers less powerful, without making scope less powerful at the same time? I would like to nerf lasers, but not their range, while not nerfing scopes at the same time. Right now the only nerf is to decrease projectionfactor, but that decrease the laser range at the same time.

<ProjectionFactor> is not used when one of the LASER_PERFORMANCE_BONUS parameters is not 0. <ProjectionFactor> is only used in the old system. Decreasing <ProjectionFactor> decreases its "magnification" like turning a 4x scope into a 2x scope for example. In NCTH you can only use one of the systems - the old one with <ProjectionFactor> or the new one with LASER_PERFORMANCE_BONUS and <BestLaserRange>. If you want to nerf lasers without reducing their range, in the new system you can only lower LASER_PERFORMANCE_BONUS for the corresponding aim mode. A bonus of 0.1 percent will make lasers almost useless for example.

I've tested laser scopes using projection range, projection range with bestlaserrange, bestlaserrange, and bestlaserrange with various modifiiers liie percentbase, and haven't found any influence of bestlaserrange in conjuction with laser performance bonus. Even removing projection factor, didn nothing, looks like best laser range is unused.
