Carmen has paid the bounties for every terrorist head up until the last. When I hand him the sixth and final terrorist head and go to meet him in Drassen 24 hours later, he never shows up to pay the reward. This is revision 8670 on gamedir 2473.

strange, but maybe it was changed - on the 7609 stabile version, for the pharmacist, the first and only i have caught so far, he says to meet him in drassen 24 hours later, but he does not show up. when you meet him the next time, he apologizes for not showing up there and hands out the 10k bucks. Maybe it is bound to the terrorists head to pay for ?!?
