How do the vfs_config.ini files exactly work?[message #357580]

It's because I've just downloaded 1.7 GB large 7609en+Modpack.7z package with several mods integrated into a single JA2 root folder but I don't seem to be able to ini-customize every mod in it, because not all of them seem to be using any of the different JA2_Options.ini files that the ini-editor allows me to edit.
So am I right in supposing that the vfs_config.ini of a particular mod contains the information where to find the ini-file it uses?
And could it be possible (and recommendable as well) to edit those vfs_configs so all the mods in the package will use the same ini-file so I can customize them all at the same time just by editing one ini-file? For that would be the most convenient thing to me for sure!

VFS docs
Common ini settings in this modpack are located in Data-User, they work for all mods. Also MERGE_INI_FILES option in Ja2.ini lists all ini files that can merge options, so you don't need to set all options in Data-User, just those you want to change.
Also there is readme file in the folder where you downloaded this modpack from, which clearly says:

It is applied to all mods and used last before the profile folder, it's good place to store your settings that you want to apply to all mods.
By default it has:
- ambient sector sounds (works with Ja2+AI if ENABLE_SSA = TRUE in Ja2_Options.ini)
- more battle sounds for enemy (works with Ja2+AI)
- new interface from Vengeance:Reloaded mod (useful when tactical panel feature from Ja2+AI is enabled)
- improved weapon sounds
- more loadscreen hints
- new explosion and fire animations
- balanced ini settings
- modified BULL.STI to use Red Tracers feature
You can safely delete all files and folders from Data-User folder or change any settings in ini files to your preference.
