I say MD, Bull, Barry, Trevor, Razor, Haywire. I'd like most of the others to stay, of course, but one of the cool things about JA2 was all the NEW people, and I'm sure new people in JA3 will be awesome as well.
If the games is going to take place after JA2, as JA2 took place after JA, I think some Mercs will have to go, like Hitman, Len, Gus or Red. (All are AWESOME, but I don't think they can really keep them, as they're all aging.) Who do you think will be lost?

Fortunately it's only a game so there is always a chance that older guys like len, Red, and Gus will stick around for a while. My thougts on who should stay are Wolf, Grunty, Gasket, Gaston, Barry, Shadow, and Gus. As for mercs that they can kill off, any of the locals (especially Ira), Raider, Meltdown, and Thor. I have nothing against those three except for thier voices.

Vinny was busted on racketeering charges or something like that. There are some really good mercenaries in JA2, but the game never had quite the appeal to me that the first one does. Now don't get me wrong, I am addicted to JA2 and go into withdrawals if I don't get my daily fix, but the character seem to have lost their quirkiness. Ivan was much more fun back when he only spoke Russian, there were more weird things you could do in the game, and I seem to remember the original game boasting hundreds of lines of dialog with more than 60 Mercs. I just hope that JA3 gives us something more: The game play, depth, and new soldiers of JA2, the personalities and quirky fun of JA1, and a healthy dose of new content.

Ivan. To me, Ivan is the SYMBOL and ICON of all JA mercs! Ivan is even more the symbol of AIM than even Gus, Magic, or Scully could ever hope to be!
Fox and Wolf. They're both really cool!
Raven and Raider. I like Raven a lot, and Raider's teaching abilities work pretty well for my playing style.
Fidel, just because he's one of the last "unstable" people left in AIM and he's a JA1 original.
Scope and Lynx. I'm an accuracy freak. Scope and Lynx are also both very nice people.
Ira. For some reason, I just like the way she talks.

Here's some mercs who should NOT come back:
Meltdown. She gets on my nerves... a LOT. Sure, the other "unstable" mercs are pretty evil, but Meltdown's manner of speech is just downright painful.
Dr. Q. I'm a Chinese-American, and I hate the Jet Li stereotype. If they want to put a Chinese guy in the game with a funny accent, they need to at least base the stereotype off of a Hong Kong movie about gangsters, druglords, and the Triads. =)

I know that the character creation is a major component of developing a game, and can be one of the most difficult, since you've gotta have real people to do the lines, but I think that having more mercs in general would certainly add to the game. Perhaps there could even be a core group of "bad" mercs that get a kick out of killing civilians, and get bored if you don't kill some. ... Maybe a bit more in terms of rivalries too. For instance, the AIM mercs will start to get annoid if you take on too many mercs that aren't professionals. ...
One last thought, instead of just having Mike come after you late in the game, have a real hit squad gunning for you. ... a full team of high level, high stat mercs that won't take your money, and would burst into a scene in which you're already tied up battling 32 bad guys in a sector, hitting you from behind unexpectedly...
(As a real added bonus, create a pool of bad mercs to draw from, and give them enough lines that they could be recruited and used in future mods as recruitable, but evil mercenaries.)

I think Rev1 is touching on some real advances that might be made in terms of character interaction for the next Ja game. But instead of just 'evil mercs' I would like to see a conditions modifyer that might enable some mercs to change alliance in the middle of the game. You could; for instance, be able to bribe or just plain talk an enemy into working for you or have some of you're mercs temporarily go awol or even join the enemy. These situations would be very rare but imagine the ammount of diversity and challenge that even the thought of deserters would bring.
All throughout warfare desertion and traitorism has been a factor so why not have it as a remote possibility in Ja3? The good side would be that you could perhaps sway an enemy's allegiance and have him either quit the campaign or even join you're side. Again I'd only like to see this in rare occurances and think some of the most proffesional mercs (Len springs to mind) might be immune to this. There might even be a 'Hidden' trait that deals with this feature on a percentage scale or even conditional modifyers such as how many mercs the would be traitor dislikes in a team (the more there were in you're team the more likely his desertion), how motivated by money the individual is, etc.
Also, I'd like to see a few more mercs with 'social problems' akin to Roachburn's but with different results. For instance, some psychos might go 'Berzerk' and start advancing foreward and shooting on their own. Based on their level this might be a blind charge or a surgical strike. More likely, some mercs could just be homicidal, shooting one of you're team they really hate (in rare cases), picking off civilians that get in the way or shooting enemys you either capture or are trying to bribe.
Oh, and I didn't even start on the ability to capture/interogate enemies.
