Set ADVANCED_REPAIR = FALSE
or
MERCS_CAN_DO_ADVANCED_REPAIRS = TRUE for technician to repair items.

"MERCS_CAN_DO_ADVANCED_REPAIRS "

Yes, with default settings, guys like Perko in Cambria can fully repair stuff.

didnt know that. last time i used NPCs for repair was my very early gameplays like 20 years ago lol.

then best thing to do is using default settings. but i believe there is some trick in that NPCs too right? like their skills. the guy in grumm is better than the one in cambria if i remember right so the one in cambria can not repair whole items i guess...

Perko doesn't repair electronics stuff and he tells you so. Other than that they should both repair items to the max.
