Take anything I say here with a boulder of salt, since I have no clue what's in the actual code (you'll have to wait for somebody else for that), but AFAIK those settings are about different things.
AFAIK as I said, TRIGGER_MASSIVE_ENEMY_COUNTERATTACK_AT_DRASSEN is the on/off switch for the famed Drassen counterattack.
AGGRESSIVE_STRATEGIC_AI is the switch to enable Drassen-style counterattacks on all the other towns. As the comments say:
; 0: no attacks
; 1: counterattacks on all cities possible
; 2: 1 and major offensives depending on game progress
Now as for NEW_AGGRESSIVE_AI, the comments are pretty clear on that:
; This AI is capable of launching massive attacks (with reinforcements) at important sectors. Teams of several dozen enemies
; will assemble to attack your sector SIMULTANEOUSLY. This is similar to the Drassen Counterattack event, except it happens
; to every city, possibly several times during the campaign!
; When set to TRUE, this setting has the potential of making the game considerably harder.
It's additional counterattacks, all over the place, in case you didn't get enough...
