You may have an issue with HiddenNames.xml.

Open it with Notepad++ and find the offending Merc. Make sure Hidden = 0.

<NAME>
		<uiIndex>7</uiIndex>
		<description>Ivan</description>
		<Hidden>0</Hidden>
      </NAME>

What version of JA2 are you playing?

Even the IMPs have numbers (i.e. Ivan 7 etc). So you need to make sure that the IMPs aren't set to hidden on HiddenNames.xml

Base v1.13 has the IMPs as 51, 52, 53, 54, 55, 56, 169, 192, 193 & 194.

Other mods of JA2 may have different numbered IMPs. The numbers can be found in MercProfiles.xml
