I have been playing JA2 1.13 a while and I am in the very early part of the game it says I can be a Administrator what is that and what is the latest version of JA2 1.13 to download

Depends.
If you didn't update the game version, then changing JA2options.ini can be done without restart. It might have some weird effects with some options, but generally is no problem.
If you updated the game version:
- JA2 v1.0 to JA2 v1.13, in any capacity (example v1.02 to 1.12 or 1.12 to 1.13), then a game restart is necessary
- JA2 v1.13 to another version of 1.13, it depends on whether the gamedir changed
1.13 has its own version number that looks like this:
- r1234 g1234
- r = revision (bugfixes, balance, minor changes)
- g = gamedir (new features, rewritten files)
Check the name of the downloaded zip file to see these numbers.
As long as the gamedir/g number didn't change, then savegames are compatible. And, as said, JA2options.ini can be changed.
