You can recruit Larry and even cure him of his addition(s).
Most mercenaries were pretty flexible and I expect them to move between AIM, MERC and being individual contractors like Mike was back in JA2. Or another merc possibly in JA3.
You get to meet Biff and decide his fate. But you will not be able to recruit him.
On my first run I stumbled upon the Biff mission by accident and the "Drassen counterattack" style of waves of course left me scrambling for ammo after 3 consecutive attacks. Next run I prepared for so long the mission expired actually and I think Biff died. Too bad you can't recruit him.
If you play the game you will know that the locals in Grand Chien actually adore Biff and look up to him. He might not be much as a merc but apparently as a leader and propaganda mouthpiece he is second to none.
So if he has a decent Leadership score and traits, he can be your militia trainer.
There are some mods in the Nexus about missing mercs. Lynx, Bull, Biff himself, i wonder if he's got the same stats as his NPC counterpart. And other custom ones, Che Guevarra is one of them Since he is a revolution leader (was), might as well add Emiliano Zapata and Pancho Villa, caramba !

I love the old characters. I really do but I'm also wanting more new characters to fall in love with as well. If anyone does future JA series I hope they keep adding new characters with some good personalities.
There are some mods in the Nexus about missing mercs.
Does the game also have 3D models of those missing mercs or does the mod simply use existing models made for other characters? It would be lame if it's the latter. Since this is an 3D game, unlike JA2, a relevant 3D model is much more important for a character. You can't simply get away with adding just a portrait image and using a generic body.
i think they're using Biff's in-game avatar, they made him recruitable from AIM. That's what the mod says and the screenshots. I didn't download it, ever since 1999, i have never used Biff no am i planning to.
