About the 9 MIA characters that you can recruit. I was able to find a few of them such as Joey and Frazzer, but I can't seem to find the rest. Anybody have a list of the rest by any chance?

Cobra (Driver) can be found on the road between Drassen and Alma but probably not in the early game or at certain times. It has always looked like a craps shoot to me.
Eagle (Technician) can be found in a sector, east of Alma i think, the top one, not part of Alma. He runs the electrical station. After the fight is over, he can be recruited.
Fish (Medic) can be found on one of the east border sectors, inside the SE building. A big fight is taking place and reinforcements join in. You may be able to save some rebels if you are well equipped and press your attack.
Ilya, i haven't found as of yet.
Babyface (Heavy Weapons) can be found on the east of Cambria, east of the northeastern sector, where the Hicks used to be in the vanilla game. Do not steal anything and have a woman to speak with the executive. Babyface will not join, unless he gets laid, which is why you need a female merc or 2 in the sector.
