I dont know why everyone hates Biff and Flo, these mercs are excellent to leave in the towns u just conquered to train up the militia. (They both have the teaching skill). I let them roam from town to town training militia to keep up my city's defenses. Then later in the game when I've got enough money they can all gun run and bring everything I order from BR's down to Cambria (central sector).
Also Dynamo is fairly good, he seems to learn REALLY quick (already got his MRKS to like low 70s and MEC to around 80 by just picking locks and doing some night ops and letting him use his shotgun). Lately I've just been having him train militia too as my A-team of fighters have far outclassed him.
IRA is also really good, let her tag along the whole way and by the time you get to Orta she's one badass merc. Anyone who's free (or has negligible cost), gets MAX APs and high enuff wisdom is almost ALWAYS worth it. I've had her to like 90+ MRKS and 50-60 MED by the time I take Meduna without any training, just combat action.

I could see why everyone hates Biff and Flo and the other M.E.R.C:s. However, I still employ them as non-combatant support personnel. They train militia, repair stuff, and haul weapons to Tony in San Mona.
I only keep them equipped against bloodcat attacks, so they usually carry automatic shotguns, or carbines with glazer or HP and wear second-line armor (mostly lightweight, so they can carry more weapons). I also give them gas masks and a can of tear/mustard gas in case the cats get too close.
Biff and Flo: They're my cheap militia trainers. They also contribute to carrying weapons. They're not stong, but I have them do push-ups on their spare time.
Gasket: Although he seems like he'd be friends with the hicks outside of Cambria, he's my greesemonkey. He helps me keep my equipment in top shape and after my infantry squad has cleared a sector, he unlocks the doors.
Vince: He obviously chose med school over military school for a reason, so he'll be treating my wounded outside of combat.
I usually try to keep a non-combatant in each town square in case any of them is attacked, so I can take the attackers' stuff I also Use them to command the militia during fights. On the road I try to keep the non-combatants together for better survivability against bloodcats.

My least 5 favourite Mercs are as follows:
5 - Shank as his stats are so bad at the start and although he can improve, it takes too long to do so and I'd rather use his place in the team for someone who can be useful right away.
4 - Bubba is just far too stupid and annoying
3 - Dimitri because he constantly forgets his movementy orders [does he have early onset Alzheimers or something? :whoknows] and for someone who is supposed to be great at throwing, I have yet to be impressed. I only keep him because he is free and can fix things, alebiet slowly and is a reasonably good shot. He's a R.E.M.F.O as far as I am concerned :headscratch:
2 - Gasket because he can't do any medicine on himself and there are far better mechanics who are much better fighters than him such as Maddog :exactly:
1 - Finally my least favourite Merc is Gumpy as his attitude stinks, he's too lazy [sleeps too long] he's pretty useless at the start & although he can improve, I wouldn't waste my time on him nor any money. His dialogue is so so, not that amusing for my taste. Sometimes I hire him and take him out on the front line. I like to try to see if he can achieve a spectacular death in battle :roulette:
It seems that a lot of people hate Biff & Flo but like as Hairysteed has pointed out, they are handy early in the game for militia training and they're cheap even if they are outright cowards in battle. I also get Haywire & Razor as those guys are hiliarious together and can become halfway decent mercs'. As soon as I have liberated the 3rd city/mine, I get rid of the MERC crew unless Haywire & Razor have survived to Lv 4 due to fighting etc [I use them as front line troopers] then I keep them around as they've earned it
My top 5 guys are as follows:
Grunty, Igor & Wolf at the start because these guys are just good value - Wolf as night ops & teaching, Grunty as night ops and heavy weapons and Igor with stealth & very good stats. These guys just become killing machines by the end of the game. A team material!
I hire Ivan & Trevor once I've got enough money to pay them for 2 week instalments which is about 1/2 way thru the game,.
Ivan is just the Russian version of the terminator and only gets meaner as he improves :axe:
I quite like Trevor as he is a dam good mechanic, excellent with things that go BANG! plus he can fight quite well and, above all, he has some of the funniest lines IMO in the game. When I first heard him talk about his wounds [moaning about drowning in blood & piss :wrysmiley] I dam nearly fell off my chair laughing :biglaugh: Even though he is expensive, I think he's good value and I take him most games.

If you're into the quicksave, quickload, you can do the mine trick. A merc with 0 explosive skill can plant a mine without exploding, but the chance of success is low. With the mine/explosive trick (using TNT), you can raise a merc with exp = 0 to exp = 100 with some patience and save/reload.
From my experience, once a merc has a exp skill > 60, the chance of explosive failure is almost nil.
From what I've seen here at the forum,I thought a merc with a 0 skill would never improve.Well,time to raise Hamous some levels then...... Just kidding,you must have too much patience to do it.It's worse than improving Shank physical stats.
My list? Now that I made a game with a MERC/Locals taste (No-AIM),let me see.......
Larry - drug sicko.
Bubba - Bull beats his ass 100 times and doesn't have his annoying voice.
Devin - "Back to selling dude! You're better there!"
Carlos - Poor stats after 5 cities.But with the early rebels patch........
Robot? - Only used it the first time.It lacks one of the best aspects of the game: personality.Always prefer a human merc to say something interesting.

Worst characters? I won't include Biff and Flo because (a) they are funny, (b) we all know that they suck. These aren't in any particular order.
All the bloody doctors but Vince. They can't shoot straight (neither can Vince, I know) and except for Vince, they all have horrible dex. As the manual says: Having read all the manuals doesn't do you any good if your hands shake during surgery. Vince escapes this list because of his Dex in the 90s, Wis in the 90s, Med in the 90s, and Health in the 90s.
Buns: Red hates her, Reaper hates her, practically everyone else and their mother hates her(myself included). Her backstory is interesting, but still.
Steroid: He is an insult to the Polish people, even if he's funny as hell. Plus he pretends to be a mechanic, even though Barry is better as one even with their starting stats.
Nails: He's a good character and funny... But you know, being stuck with that bloody leather jacket just plain out sucks. Why can't you be intelligent and wear armor, Nails?
Shank: He reminds me of me, in that he's terrible at everything (even if he's reasonably intelligent) and unfunny. Plus he looks like me. So I feel sorry for him, and always try and use him. And he always sucks.

Personally, I think each merc is useful. I wouldn't take most of them to battle, but my strategic philosophy rests on higher-end mercs taking on the brunt of the work for the greater part of the game, then the "weaker" mercs come in to play other useful parts, like logistics, training militia, medical treatment, and yes even defense of sectors. The thing is, by the time they're recruited, I'm usually well enough along to outfit them so well that they don't rely much on skill but rather on high-tec. And most, if not all mercs, can be taught given time. Playing very slowly (I.E. finishing the game around day 150 or even 200) gives me plenty of time to train mercs to do whatever they're needed to do. Everyone has their use, hehehehe.

i dont consider Vince and Devin soldiers, they have chosen to do something else and are better at that. i never hire them, but that does not count.
i definitely do not hire overpayd jerks, so there is no place in my team for Gus, Magic, Scully and Lynx. and the fifth persona non grata will be... now, there is a problem. Reaper is not cheap, but he is a funny guy to have. Larry, on the other hand, is also funny, but will sooner or later find a chance to mess himself up. hmm - but there is one more person i have really not found any use for. so the fifth place in the "least useful" rostrum goes to - col. Biggins.

I understand why some would hate Buns, (GO TO SLEEP CREEP!) but you can't put her on the top 5 worst mercs list. You just can't. She becomes a militia wizard and with her high mark she makes the perfect 1 woman defense/training force. Plop her at a samesite armed with a decent sniper kit to train miltia and she'll dome like 6 blackshirts with a from the counterattack with ease.
Also, kinda annoying that Grunty's str is so low. But heavy/nightops is a fantastic combo. Give a him nade launcher with laser sight and it's all over.
