What is this PRC-77 radio? I talked to Hannigan I gave him 1000$, and he said: "Been pleasure doing business with you." Nothing happens. I go to the Buddha Ruins, I'll steal the buddha, bring it to Hannigan, and he said: "Been pleasure doing business with you." Or I threaten him and he says: "Fine! Take it with you!" or something and then: "Been pleasure doing business with you." and starts shooting me. Why don't I get the radio if everyone else does?

you need to get the quest from him first - talk to him "Directly", he doesn't respond to a "Friendly" approach. Once you've got the quest, then you can get the radio by giving him the Buddha.
The PRC-77 acts like a mortar (calls in airstrikes) but has slightly different stats. It's heavier, but the "ammunition" (airstrike requests) are very light. Airstrike requests are pretty hard to come by, though.
Don't worry if you can't get Hannigan's quest; Betty will happily buy your Buddha for $10000, so you can put that towards adding a decent soldier to your squad. Someone like Gaston would be deadlier than an airstrike, n'est-ce pa?
btw, I think it would have been cooler if the Buddha was considered to be Montagnard property, ie when your team take it, the Montagnards attack you. Although I suppose the net result would simply have been the expenditure of one smoke bomb (or a village full of tribesmen, take your pick).

Just for your information, "Montagnard" ("mountain dweller") was the name given by the colonial French government to the indigenous tribes of Vietnam. I think it's probably more accurate to refer to them by their own name, "Degar", which means "sons of the mountains". Even "Degar" is a generalization, though, since the people come from many different tribes...but it is the proper collective name.

It's not absolutely important, but I point this out because outsiders tend to apply foreign names to indigenous peoples. It's like calling the Inuit (which means "the people")"Eskimos", a Cree word that means "eaters of raw flesh". The foreign name may be more recognizable, but it isn't what the people call themselves.
