Lets put a little bit of information together.
The suggested order, as I have read in several threads is
Atremo
Calisto
Sheraton
I have cleared Atremo and Calisto and I am heading towards Sheraton by tube. Here is my question. May (or should, or must) clear Port Kip, as I am already there or I should head directly to Calisto.

the beauty about about JA2 and UC is that there is no best order to take the cities, so to speak. I guess the order anyone chooses depends on their immediate and also strategic (long term)priorities and needs, not forgetting their merc party makeup and to a lesser extent, their available weapons and ammo. These are the factors I consider but they can vary from person to person.

On my current experienced game, I took Atremo, Calisto, Galileo, half of Port Kip (to get to Tony & Smithy), then Troy and Gotham Airport sector (to get to Jake). Looking to take Sheraton next for Blair, so as to get the SAWs and the hummer.
I took Calisto first cos it was the nearest (and also smallest) town that could provide income with the the smaller merc base and weapons I had then. Took Galileo next for its central location so I could use it as base of operations and equipment. Took Troy to widen my income base cos I need more income to fund the new mercs I recruited.
As to your question, I think it depends on your current situation too. I only took 3 sectors of Port Kip cos i wanted access to the gun dealers there. Bearing in mind you were on your way to Sheraton, if you choose to take Port Kip, you must factor in possible injuries to your mercs (which will decrease fighting ability), weapon degradation, ammo (and also explosive ordnance)stock depletion, which will all affect your fighting capability.

I went to Sheraton overland from Calisto for a few reasons :
- wanted to explore as many sectors as possible for experience and goodies
- wanted to meet some CIA officers who I am told travel the roads in convoy
- fancied a little flutter at the casino that was almost on the way
- wasn't confident I could get first interupt on gangs in Sheraton subway when arriving by train; I find it easier to take the subways from the exits
Overland Port Kip is on the way to Sheraton and so cleared the sectors for tidyness and access to Tony and Smithy for their ammo

I have just come across this thread and have done it differently to most, except Snake. In fact it is a carbon copy of Snakes.
I wanted to occupy the whole of the east region before moving centrally. Troy is quite difficult but well worth it after Calisto. Once across the river I swung east and attacked from the bottom up.
