No, he has no affiliation with any groups or individuals (replaces Carmen Dancio, the bounty hunter). He shows up in towns every now & then to remind you to complete one of the main quests, as well as to collect any bounties - but he is not a central character, his main role is to give you the laptop. If you kill him, then of course you won't be able to claim the reward for the heads, but by the time that you scalp the Crepaton goons, money will not be a problem. On the other hand, bashing his brains in with a crowbar will net you a PPSh + $5000 - almost imbalancing at the game's start.
I prefer to edit his affiliation (in ProEdit) to "tourist", and assign that group to other people who should be linked to him (eg, Yanni, Agent X), for plot consistency - so then mugging him may not be worthwhile in the long term.
