Whether it's practice, student with trainer, or student without trainer... my mercs do not increase their skills.
I'm using the latest version (downloaded yesterday actually).

Edit: After clearing the adjacent sector and making a bit of progress, the assignments grant skill-gain again.
Still don't know what's up with the earlier attempt, but this works good enough for me .
