Just throwing out a random thought I had...
Wouldn't it be fun if you could take a militia group along with you in an attack? Do this by allowing the player to move militia groups on the sector map like Merc groups. You still wouldn't be able to control them in battle (like when you're playing a defense), but I think it would be cool to be a lone mercenary supporting a group of NPC rebels in an attack on a sector.
This might be used as a "cheat" to get cheap firepower and tons of infinite troops (move them out of the city and train more). I'm sure it could be balanced by placing an upkeep cost on militia, making enemies harder, or something like that.
"The rebels rushed forward, and I picked off targets with my scoped rifle - concentrating on the biggest threats to the attack first..."
What do you think?

What about giving a "command" ability...something to make them go to the right places...like setting rally points or something...giving them general commands...like "go and take that hill"...so that they don't just wander around when you know where the enemy is...then they can execute them without you taking control. Just a thought...since they always seemed pretty useless when I had a merc in the sector.
