I dont know, just some ideas.
It sounds like a lot of people want to add additional structural support for the game. I'm not exactly sure how that would work.. though it would certainly be interesting if you could add a lot more to the map. Make regions tailored to look more like a realistic map section than just a picture cut up into squares. Also maybe have the characters move at a certain speed across it, and have a range of engagement upon it.
Erm.. as far as simple ones..
How about being able to train some simple NPCs to help take the brunt work out of assaulting a city? It's kind of frustrating when you have 60 people in a city, but you cant do anything with them. ^.^;
I think vehicles should play a bit more of a roll too. It'd be nice to see some APCs in game. Treat the APC as a character with its own armor value and weapons, etc., who knows. It'd be much easier to run into some random poorly equipped mob and just give them a taste of a turret, rather than me being subjected to a cheap shot barrage just because they decided to come in 2 inches from me and the computer decides that a group of hardened mercenaries goes after the bunch of newbie CPUs.
Transport trucks or some sort of transportation should also be more interesting. Maybe make more support and more interface toward vehicles and buildings, making more of a wide-objective-oriented stategy game that you could take on both an overall and a strategic level. It's there, y'know, giving you the option to do what you want... but not a terrible lot of option of what to do with it, besides automatically get income from mines and train 20 people to stand in a block and fire at people poorly.
Is there any really good reason for the player mercenaries dropping everything they have but it only being a one and one hundred chance to get anything good from the enemy? I get pistols, I get crappy submachineguns... I'm almost to madune and someone FINALLY drops thier machinegun and I practically lump my pants!
I think it would be nice to have a lot more variance between the enemies. Police force, militia, army, special forces... have set weapons for each (Like in real life, you dont usually have a force with 200 kinds of weapons. You have a main rifle or two, a support weapon, heavy weapon, etc. and that's it.)
And a lot more use for smallarms. Say, give a reaction penalty for people using larger weapons in close quarters.. and not every enemy having a massive amount of spectra armor.
It might also be interesting to add other factions working in the scenes. (The hicks have invaded Cambria!) Hehehe.
Would there also be additional support for attacking enemies on rooves? (Why cant you just throw a grenade up there? Please? Those 'guard posts' in Wildfire are really annoying when all you can do is just sit there and prepare to load a saved game if the enemy gets initiative when you two finally see each other.)
And what about multiple stories of buildings outside of just the two? Maybe have height increments.. stairs would be, say, 4 hexes long with an increment of so and so, being able to do battle while on the stairs as well. It would also make scaling walls a bit more interesting.
Add a Grapple weapon.. sort of like grenades, though you set special targets for it. Namely the edge of rooves or guard towers. If you hit, based on your throwing skill, it adds a new object and allows you to climb on it. You climb on increments based on.. oh, I dont know, strength and dexterity? Maybe have a climbing trait? Climbing takes up both hand slots, but you can stop and engage an enemy with a one-handed weapon while climbing, through if they hit you hard enough you have a chance to fall off. (Or if you're using some special climbing gear, which locks you in place, you can engage with a two handed weapon at an AP cost penalty.. and instead of falling you have a chance of dropping your weapon instead.). Dropping down would basically send you down the height increments on a trajectory calculated by the game and.. naturally there's going to be a problem with landing on a nondestructable object. Which has crashed my game about fifty million times now. (It's really not my fault that I get very good shots on some dope standing on the edge of a roof!! It's those stupid guard towers!) . Something should hopefully be done about that, maybe set a special animation for falling or death on a stationary object dependant on the situation. Say you fall from the bushes... you'd occupy the same space but would be unmoveable, like when you're dying or exhausted. When you can move to get up, it shows an animation of you moving to the nearest clear space.
Just some ideas. I think a much more interactive sort of map, objective, enemies that make a little more sense and especially allowing for larger buildings would make things more interesting. What's the point of having a modded out MP5 and wearing spectra armor if you cant clear buildings with it? >=D
(P.S., maybe add a system for Wind and change the way that gas is dispersed.)
Oh, couple of other ideas... the ability to lean around corners and check, the ability to use a mirror or some other object to see around corners without exposing yourself.. the ability to crack open doors or unlock them without actually automtaically opening them, or allow a special option to be able to throw a grenade into a cracked door. Mustard gas + Holed up enemies = Relief from the headache of having to test the initiative system? =P
This wasnt especially organized, I'm just hoping to spark some interest. Maybe ideas. See what others think. I think I have more ideas, but at the moment it's a little late to cover all the bases. And I'm sure it's a little early to be seriously thinking about a lot of extra things like that when you're still dissasembling the code and finding out how everything works.

I think this is already implemented as the "draw cost" of the weapons.
Maybe there shall be, in this area, implemented folding stocks, allowing to get a lesser draw cost, but a reduced accuracy.
