Marta is Joey's mother...
The girl at Shady Lady is Maria, and after Angel gives you the "Maria quest" you'll have to escort her back to Angel, without being spotted by Kingpin's thugs (You can only kill Billy GoonBall and the other guard of the Brothel, killing any other thug will make entire San Mona hostile to you). After sucessfully rescuing Maria, Angel will give you a Kevlar Leather jacket which you can give it to Nails, if you haven't got rid of his Leather Jacket* (Don't mess with the vest, Scooter!  ) and a deed of his leather shop.
Now go to the tatoo shop, talk with Kyle and after he says that he's dream is to have his own leather shop, simply offer him the deed and Kyle will pay you $10.000 for the deed... And you're at your own now, kiddo!
*One way to get rid of Nails Leather Jacket is to coat it with Compound-18 or Royal Jelly and then coat it with Royal Jelly, if you coated it with C-18 or coat with C-18 if you coated the Jacket with Royal Jelly. It's not very pratical, since it sacrifices precious body armour upgrades, but there's no need to use this method to make Nails put the Kevlar Leather jacket, since he'll put the jacket without complaining. This method can be used if you want to give a Spectra vest on Nails, but that's another story...
