The ingame description says its a "PolyCore" slug that "tears through body armor as though it were tissue paper", but the ammo type is defined as "normal" in the editor. Is that correct? If the PloyCore slug is indeed armor piercing, shouldn't it be defined as such?

Slugs are treated like ordinary ball ammo, hence the "normal" attribute". Like ball ammo, they have light armor piercing properties. The description kinda blows it out of proportion though. I'd rewrite it to say "A single poly-core slug that has a better chance of penetrating body armor than buckshot".
Shotguns have their place. Early on in the game they are useful for flushing out the redshirts, and they have a bit of a renaissance later on if you get the flechette ammo and are at close range (especially if you go full auto with the USAS). One per daytime assault squad is handy, but if you do night ops than forget it.
