I have to ask:is it worth sacrificing half of the three points of the 3x sight range of night-ops expert for the sake of getting an all-around stealth bonus?

Not if your agility is maxed and you want to be reasonably quiet.
Yes if you are planning to take out enemies using knives or HtH.

For my games, I tend to build my IMP as a Night Ops/Stealth guy as I like what both skills give your IMP.
Stealth is handy early in the game, even during daylight when sneaking into Drassen or crawling around the scrub & stalking enemies.
The night-ops gets better when you manage to aquire goggles, NV or UV.

stealthy an d night ops makes a good low profile merc. a night op expert makes an excellent sniper at night time
