Since it's all based on random number rolling, if you throw away statistical probability, it's possible that you'll NEVER reach 100 marksmanship. But it does happen.

Don't give up yet. Did you install something over something else? Safest bet is to always start a new game and even better, to always start with a clean install. If you can get your version to 1.07 it should be no problem installing 1.13 over it. If you need a Gold version for some reason, you can try the patch found here: http://members.lycos.co.uk/dvornik/ (v1.03 to v1.12 update).

If you want to play Deidranna Lives or Urban Chaos, those have not been converted to 1.13 yet. You'll just have to get the original running and then install the mod you like, there should be helpful instructions in the appropiate subforums. And if you have UB you should definitely try the Vietnam SOG'69 mod.
