It always was like that. The one in your custom data folder(which is Data-1.13 for you) is read. The other is something like a deafult ini.

the 'other' one is the basic-ini from vanilla (needed to get the game going) the one in data-1.13 is the mod's ini (in this case plain 1.13) and that may differ from mod to mod

edith: oc the 'other' ini is also altered now

both inis are read by the game at start so its a mess Sad

same with
Restored 'Data-1.13\APBPConstants.ini'
Restored 'Data\APBPConstants.ini'

after some experimenting i think it reads Data one first , then Data-1.13
How about changing the one in Data to Ja2_Options_defaults.INI ?

The files are there for a simple reason: To have the correct one for the game that is played.
If someone wants to play a vanilla game of JA2 (without all the /features/ of 1.13, but still using 1.13-code), then the ini in the Data folder is needed.
If the player wants to play 1.13, then the ini in the Data-1.13 folder is needed.
And if someone plays a mod and has a new Data-folder for that one (like Data-PCM, Data-Vengeance, or whatever), then there needs to be an options.ini in that one, too.
