This time I ignore Chitzena first. After the defense of Drassen successfully completed, I attack the Sam site. While rest and recuperate there I hire Biff to train militia, then airdrop 9 troops, my total strike force, down below Alma mine then hit there at night.
From the number of fight as well as the number of city/mine, Alma should not too tough. Alas it's a big hard nut, with about half is elite soldiers. Even harder than Grumm in my last game (Drassen/Chitzena/Grumm).
What give?

When I first captured Grumm, at least 5 enemy patrols were sent to attack it (I didn't have Balime at the time, however). What worked for me was just doing all my repairs/training/etc. in the mine sector, because when elites are attacking, I like to help my militia so I can get their guns. Because the elites are too busy putting themselves in stupid positions to kill the militia, I usually can pick them off with my LRARs. Saves a fair amount of lives, yields experience...so help your militia when you can.
As for Alma... I would expect tough enemies in just about every Alma sector because it's very much a military town, with the training/weapons facilities. Grumm is also tough (factories), but meh.
