From what I can read, it seem loots connected to progress and coolness factor. progress/2 round down + 1 equal coolness factor.
On the other hand, elite enemies use equipments better than yours in an effort to keep balance favour their sides.
Loots also connected with the towns, like Chitzena and Drassen never got better than average type of loots.
So, if you equip the best gears you can, then good chance you will find good loots among elite enemies.
And if you equip mostly one type of weapons then they also will carry quite a lot of that type.Like if you carry mostly FNP90 into battle they will carry mostly SMGs, right.
Any got anything to offer? correct?

The first experiment is the loots of patrol group
My new game is Insane Great BR.
Intentionally ignore Drassen, my IMPs and Ira go west, toward San Mona, where Tony awaits. The various patrols group on the way are nothing special, crappy equipments of the beginning stage that I am sure everyone is tired of.
After buying a Mortar and a Steyr (2x scope, laser, bipod), my squad return to Omerta to reliberate the town, as one of patrol group has squatted there after we left. We attack a patrol group on the way, about 2 sector down from Omerta.
Woah there! Two enemies got Dragunov, two Famas, G41A2, RPK, plus some more pistols. Very much better than the usual hauls this time of game.
My equipment when we encounter that patrol? Well, before enter the zone every one are commanded to carry the best weapons on hand: 1 loaded mortar, 1 Steyr with 3 attachments, 3 HK53, and one MP5A4. Only after entering did we stow away the good but inapproriate mortar. This here is a night fight, silenced Glock 18 and knives are good enough. We stole about 11, kill 5.
I am excited to think what we would get if we equip this goodies and attack patrols around Drassen.
My next experiment would be the equipment of Drassen garrison. Stay tuned, folk!

Oh true, that! easier games would have signficantly lower quality loots. But who would want to play around with sw .38 while we can steal Glock 18? or Type 85 while there's Famas.
I believe easier games serve a purpose: for less experienced gamers. They dont want to mess around with steal, too much time consuming, so they just kill and be done with the lot of them. Better quality loots, other than being loots, also help enemies got more tools to resist us. With Insane mode, they could snipe us, mortar us, Grenade launchered us, suppression fired us, grenaded us, etc.. without the better loots, how can they do that? Just the possiblity that enemies can use mortar caution me greatly, and put higher priority on assassinate/steal those particular enemies.
Some here wonder aloud about the possiblity of playing an easy game, with rare BR. I tried that: Bah! the chickensh1t we steal doesnt justify the time we spend. Just kill, kill them all!

Yes, they do. Works the same way it works with dying civilians and dying militia.

It seem the loots in Drassen is a bit too random. I get in, hit each sector once from top down, finish the mine, bypass the town, and finish the airport. The loots are boring, to say the least.
Still, there's one thing worth mention: during the bypass of Drassen town, I run across a VSS Vintorez enemy. Needless to say, he got mugged and killed.
So, from my experience, it seem the ratio of elite on all Drassem enemies is quite low. This could be checked by someone familiar with code.
And in that case, the hypothesis of carrying great equipments inducing good loots, still worth a thought.
