 Well this question never got answered...

I stumbled upon the intro movie on the Polish Jagged Alliance site JAGGEDopedia. It reminded me of this question so who is on the bills at 2:22?

 With all likelyhood, either Curry or Meduna. Since their faces all appear in the credits screen after the ending, it should be possible to match one of them...

 I'll take a sideways step at it. I think it looks like Ezra Pound; so a play on words and a gentle swipe at the US by their Northern neighbour.

 Very hard to tell with such low resolution, but the face looks like its drawn in the same style as the ja2 faces, so its probebly one of the developers put there as a gag.

Anyway, would be a lot easier to determine if there were a higher resolution video or image available.
